When you say sticky, do you mean "the cable(s) are sticky" or the pads themselves seem sticky???
Not too sure about the LT-80 brand. On our '03 Pred-90 brand, I've been told that groved pads are much better then smooth surface pads. For a picture of our rear grove pads, surf: - Press Here -
If spring seems too weak, you might be able to replace with a stronger spring. For a visual of our Pred-90's long "helper" compression spring, surf: - Press Here - If you have the same type of compression spring on your brand, you may want to investigate / replace it as well.
For your brake surface contact area, doing circle motions with steel wool and/or fine sand paper makes them grip better. Especially if you do lots of mud / crud type riding like we do. Brake cleaner also cleans the unseen oils off the pad to steel contact surface as well.
For sticky cables in cold weather, I like using auto lock deicer or gasline antifreeze. For warm weather, I like using WD-40 / Liquid Wrench type oils. This "thin oils" make the cables slide much better. Stay away from the thick oils because they tend to "gum up" cables.
