Kasea 90 clutch/belt adjustment?

My son's Kasea 90 has a recently rebuilt engine, and new clutch as of a few months ago. The thing has plenty of power once the machine is rolling with higher rpm's, but it is very slow to start from a stand still or at low speeds. It acts like the clutch is too tight preventing the engine from revving up, almost like trying to take off in high gear.
Is there any adjustments that can be made to loosen the clutch some to allow the engine to rev up more, or is this a symptom of something else?

They sell different weights. ie: 4 gram,4.5 gram,5 gram..

Jack always gives good advice but I just wanted to add that you can either drill out your clutch or buy an after market aluminum clutch to raise the stall, too.
