has it always done this or is this a new atv? if it new then it sounds like a defective petcock/carburetor, it should turn the fuel off before it inners the rest of the carburetor, these carubretors with the built in petcock are reather cheap i've seen them for as low as $20, you can replace it or if the quad runs good the way it is you can add a inline petcock for around $3.00, and just leave the carb petcock open. most small engine repair shops, e-bay or boat dealer parts department have them.

the carburetors are so cheap for these engines 50-110cc, i woundn't waste my time and effort taking one apart and trying to fix it, i'd just replace it and at the same time i would install a new spark plug, and do a valve adjustment.

e-bay item 160183374475 carburetor with fuel petcock $21.85
