LT80 HELP!

I got the carb kit in, changed back to standard jets and it fired right up. Seems to run great now, we will take it for a ride this weekend.
I have a question about the gas shutoff valve. As I mentioned above, it is broken in the full flow position and I have another cut off added. I am curious why the gas would keep flowing with the valve on. Wouldn't the float in the carb stop the gas from filling the head?

When 'changing the air' in my tires - I prefer to remove the valve core, let all the 'old bad air' out, give each of the a shot of 'lemon bathroom air freshener', reinstall the valve core, then fill to 3 or 4 psi with fresh clean air.
That way when I am out riding - if I smell 'lemons', I know that either I am getting a flat or I have run over someones 'lemon tree'.
I also have a part ownership of a 'diamond mine' located in NJ for sale.
