There is a centrifugal clutch that is speed sensitive, either the shoes are coming in contact with the bell due to spring breakage or fatique, or the engine RPM at idle is too high.
Is this a 2 stroke? If turning down the idle screw on the carb doesn't fix it, check that the throttle cable isn't out of adjustment and preventing the slide from returning all the way to seat against the throttle screw. Take the boot off the carb so you can see into the bell, see if the slide is seating.
If so then LT80 might be right, air leak causing a lean mixture. Could be a cracked intake manifold, as well.
