E-Ton DXL 90 Weak Brakes

I just obtained a very nice E-Ton DXL 90 (Sierra) ATV. My son loves riding it, but I'm worried about how weak the front brakes are on it. If it's going down a hill, the front brakes don't come anywhere near stopping the ATV. Even squeezing as hard as I could, I couldn't stop it with the brake lever. My son can't squeeze as hard as me, so he's got no chance to stop it with that brake.
I took the drums off and cleaned them out and adjusted the cables. It didn't make any difference at all.
Is there anything in particular I should be doing to regain braking efficiency? Is this something that only new Drums will fix?

the brakes are just crappy but sometimes ruffing up the pads with sandpaper helps a bit . i also got ebc severe duty pads but the brakes still suck especially when they get a bit wet. the only solution is a 800 dollar disc convertion kit

my son has a 2006 eton viper his was the same I bought new brakes and they didn't look any thicker than the ones that was on it. I took the cable loose at the drum & took lever off at the drum and moved it back it took a couple tries to get the most out of it so adjusting the lever out the most and still being able to get the drum back over it it helped tremendisly but there still drum brakes will never feel like hydraulics
