Default installing tie rod ends on steering stem

i have a redcat vx 150 that i just picked up a lot of front end parts for.i had to change the steering stem and im pretty confident i put the new one in the correct way.i got all new tie rod ends.the ends that go in the spindle fit into the spindle and the end dont spin.now the ends on the steering stem dont fit into anything and just spin when im trying to tighten.i know i have to hold them to tighten them. but my question is,am i missing something on the steering stem or is that how they go?does anyone have pics of the tie rod ends hooked up?

Under the rubber gromet there should be a 2 sided nut looking thing to hold onto while you're tightening the nut onto the shaft.
