Default LT80 Carb question

First I apologize if this has been asked previously. I searched, but couldn't find an answer.

On the right side of the carb are 2 ports near the top of the carb. The left one is about an inch above the fuel intake port and the other is about an inch to the right, but slightly lower.

I've looked at diagrams (bikebandit.com) and it appears there are hoses that are supposed to attach to them but when I bought the machine there were screws in both holes.

I'm in process of trying to bring the bike back to life and want to make sure I'm getting things set up properly.

Thanks in advance for any feedback.

the port near the back goes to the fuel valve on the tank, the one towards the front goes under the hood for a vent

They must have eliminated the vaccum side of the petcock. That's what the back hole is for.
The screw needs to come out of the vent hole.

Since there is nothing on the petcock, do I treat the back hole as a vent as well or do I need to plug that one?

The back hole needs to be plugged. Front hole (vent) open.
