I'm going to -->presume<-- that you ordered a sprocket for a 99 model which would be a 520 pitch sprocket. This matches your 22 tooth rear sprocket.
You will need to buy a chain and cut it to length. Then if it's loose, you'll need to make or buy a chain tensioner.
A 13 will make it take off slower and top end will take a while but it will be faster.

Should I just get the more speed gearing kit on ebay in it you get a 520 chain a stock rear sprocket and a 13t front sprocket

I should add:: a 520 13 tooth sprocket is much bigger than a 428 13 tooth.
The ads you mention is prolly for the 428 size which may give you the desired 5mph faster.
