Question 2008 Eton Viper 70 issues

Ok, so I have a 2008 70cc eton viper. I rebuilt the carb, changed the plug and cleaned the aiir filters and fuel filter is new.

It will start, but when I apply throttle.. it tends to bog down and die.The exhaust is pretty smoky (white) but doesnt smell like burnt oil. Also, it keeps fouling the plug. Last time it was wet with a little oily/carbon color to it as well.

It has good compression, and new cdi and ignition coil.

Any idea's?

But he installed a new cdi, coil and carb kit, but still couldn't get it to run.. I'm trying to pick up where he left off.

Did the owner put mixed fuel in the tank thinking it was a 2 stroke?

So when you rebuilt the carb, you installed new jets & they were clean? You could see daylight through the orifices of the jets?
