Looks like it might be a kolpin... Any thoughts?

 

I don't know why most on-line vin decoders are so useless. You would have thought that they would come up with country of origin at least because that is what the first digit stands for. Anyway, I tried a motorcycle one Online Motorcycle Repair Manuals - Cyclepedia Repair Library
