Default Apollo Blazer 9 Gas overflow issue

Looking for help. I just picked up a new 125 cc Apollo Blazer 9 for my daughter. I am running into an issue when I turn on the petcock gas pours out of the overflow line. Everything I am reading says that the carburetor may be gummed up, but this doesn't make sense as the bike has never been started. Any ideas on what may be causing this? Thanks in advance.

Perfectly possible for the carb to be "gummed up" The makers may have used preservative oil in the carb which has gone sticky, or the engine could have been tested at the factory and fuel left in the carb, which has dried up in transit. Fuel is a fairly good solvent, so it may cure itself now fresh fuel is in the carb, but you are probably going to have to remove the float bowl and clean the float needle, seat and float bowl out. Give the jets a blow out with an air line while you have it apart, do not alter any jet settings though.

During shipping the float may have also gotten jammed so its not moving.. Pull the bowl off and make sure the float is moving freely
