I just came across a website with tons of how to information on building an ATV trail system. A while back, there were a couple people with land in hand looking for a how to on trail building.. It is worth a look. The site has infomation of many types of trails, so look specifically for the motorized trails systems... http://americantrails.org/resources/

I can see where it might make a person think that they need thousands of acres to do this with, but I am not convinced that you can't scale this down for use in much smaller plots than you might think. My spouse and I made a purchase of 9 acres a little more than a year ago, and even though it is only 600x680 ft square, I was surprised to find just how many of these techniques could be applied to make a nice little trail for kids to have fun on. My personal goal is to create a large enough track so I can hold training classes on it, and It may just be a nice way to supliment my retirement, and make it possible for me to retire all that much earlier.
Certainly, it would be big enough for mom and pop to bring their little ones on their mini's to ride in an environment where they do not have to worry about getting run over by older riders, and the kids get some well deserved seat time so they can build that experience base in a safer environment. You can do a lot in that small 9 acre plot....
I have also been looking all over the country at land prices, and it isn't getting cheaper that is for sure...
