GREETINGS,
THE ENCLOSED STATEMENT (DOWN BELOW) JUST ABOUT TELLS ALL..
AFTER MEETING AND PRESENTING TO ALL THE DCNR DISTRICT RANGERS AT A
MEETING
ON THE ALLEGHENY NF, MONDAY, MY CONTACT HAS BASICALLY CONFIRMED THIS.
HIS
IMPRESSION PROJECTS WHAT HAS BEEN SAID FOR MONTHS. MOST OF THE
DISTRICT
RANGERS DO NOT WANT ATVS...TWO REASONS...THEIR DISTRICTS ARE TWO SMALL
TO
HOST 50-60 MILE TRAILS..AND MORE IMPORTANTLY BECAUSE OF THE ONSLAUGHT
OF
PRESSURE FROM THE TREE-HUGGERS...THEY DO NOT WANT TO BE CAUGHT UP IN
THIS
CONTROVERSY...
IT IS EXPECTED THAT THEY WILL KEEP THE EXISTING TRAILS OPEN BUT NO NEW
CONSTRUCTION IN THE IMMEDIATE FUTURE...THAT TELLS ME THEY WANT TO
REMAIN IN
CHARGE OF THE PURSE STRINGS, BUT ONLY THAT. IF THAT IS TO BE, I THINK
IT
HIGH TIME THAT WE BEGIN TO WORK TOWARDS A SEPARATE AGENCY TO MANAGE THE
ATV
AFFAIRS (THIS IS BEING DONE IN OTHER STATES)
OTHER COMMENTS, THEY INDICATED THAT DIRT BIKES WILL NEVER BE ACCEPTED
ON
STATE PUBLIC LAND...
SEC. OLIVER MAY POSTPONE ANNOUNCING HIS DECISION IN DECEMBER ABOUT
ATVS.
IT SEEMS THE UP COMING ELECTIONS WILL HAVE AN IMPACT ON HIS FINAL
DECISION.
A LOT OF STIR AT THE LEGISLATIVE LEVEL ABOUT LICENSING QUADS INSTEAD OF
THE
CURRENT REGISTRATION STICKER...IT SEEMS THAT IT WILL BE EASIER FOR LAW
ENFORCEMENT!!! ... VEHICLE INSPECTIONS....AND REMOVING ATV MONEY AND
USING
IT ON PRIVATE LAND.
FINAL NOTE...THE ALLEGHENY NF FOREST IS COMMITTED TO AND FEELS OUR
ACTIVITY
IS APPROPRIATE ON THE ALLEGHENY AND THAT THEY WILL CONTINUE TO PROVIDE
FOR
IT.

Pennsylvania Vetos ATV Trails
The Pennsylvania Conservation and Natural Resources Secretary has
halted
construction of ATV trails in state forests. Prompted by increasing
reports
of environmental damage, the moratorium will last until the state can
enforce existing restrictions. ORV groups want additions to the present
183
miles of trails.

"Federal agencies should follow Pennsylvania's lead," said the National
ORV
Coalition.

In a letter I recently received from the DCNR Michael B. Lester Asst. State Forester tells me I might as well forget about any new trails opening ever in the state parks. They might not even spend the money to maitain what is already there, they have to do studies you know. It's a shame but it is apparent we are wasting our twenty dollar registration fee, they will probably use the money to post more no trespassing signs. It is also a shame that the people from PA and other states in here are too lazy to write their elected officials to try and put a stop to this nonsense. But hey if you want to compare who's quad is more reliable look out for all the responses. I write to my elected officials, I belong to the Blue Ribbon Coalition and I VOTE.

Hey steve... Victor here,
I couldn't agree more. Wish there was something
we could do in VA to get the trails you guys have.
There is not 1 state owned trail system here.
Only a few National park trails. Dont want PA to turn into VA. Later...

You guys need to take the five or so minutes it take to write you state representative or legislator and ask him what your ORV sticker money is used for. You may even be able to find an E-mail address so it wouldn't cost you postage. I know that there are a ton of riders in Pa and Va.
