Where does all the money go?

Where does all the money go?
I was wondering if anyone has a good handle on how their respective states handle funding riding opportunities??? For example, in Iowa we have a 25 dollar bi-annual registration fee that funds most of our riding opportunities. Unfortunately, we cannot be trusted to govern ourselves. The states Department of natural resources has to approve most everything we do. Is this common? Do overseeing groups withdraw funds for doing this service? How much is it? What percent of your receipts does it equate too? Any info would be great, it would be neat to see how other states handle this!

Yeah..."we're from the government, and we're here to help"! Riiiiighhhht!
This link pretty much describes where our money comes from, how it is managed, who does the managing, etc., here in Oregon. OHV funding There are federal grants and fees that apply to all states, of course, but it does seem to vary from state to state how the money is divied up and who says how it will be spent.
Actually, we are fortunate enough to have a group of rangers associated with one of our OHV systems here in the Rogue National Forest that actually listen to what we have to say and try to work very closely with us. It certainly isn't that way, generally speaking, in most areas.
You may be familiar with this organization, but if not, they really have a lot of info regarding these, and many other, issues. Blue Ribbon Coalition
