Does anyone know if a quad can be modified to be street legel?
Specificly, a 2005 Kodiak 450 in Pennsylyania. Has anyone done this?

I never heard of a way. All I know is your supposed to have a plate with current tags and insurance and I think thats only allows you to go about 300ft on the road.

I'm street legal here in Phoenix. Can go everywhere but the freeways.

Just need brake light, tailight, headlight, horn, license plate light, rearview mirror, and current registration and insurance.

I go all over on my KFX, even downtown Phoenix.

In PA there's a lot of crap you have to go through to get it street legal, but it is possible if you are patient and persistent. Here's a list of what you will need(at least what I can think of at the moment)
DOT approved tires
DOT approved headlights
turn signals, horn, speeometer
you will probably won't be able to get away with using an aftermarket exhaust system because of noise requirements, so the factory exhaust will probably need to stay on it.
I also think you need fenders wide enough so your tires don't stick out past them at all

there could be, and probably is more things you will need

I think the biggest challenge is getting the thing registered and inspected, and insured

Here's a summary of PA's all-terrain vehicle law:

http://www.dcnr.state.pa.us/forestry/atv/ATVBrochure.pdf#search='vehicle%20requirements%20f or%20ATV%20street%20legal%20in%20pennsylvania'

No street operation unless crossing bridge or culvert or pre-arranged and permitted special event, declared emergencies or ATV only designated roads. Looks like ATVs are prohibited from traveling any road/highway used by licensed motor vehicles other than the foregoing exceptions.

That's what applies to an atv if it isn't made street legal. If you to through all the crap involved in modifying the atv and getting it re-registered as a street vehicle those laws don't apply anymore because the atv is no longer considered an atv to the state. It's possible to make one street legal, some state inspection stations may say it's not possible because they never heard of it before, but it is possible. You will just need a lot of time, money, patience, and persistence to make it happen. I myself have pretty much decided that instead of going through the stuff involved in street legalizing an atv, and probably end up getting pulled over by cops who think I am breaking the law even though i'm not, I'd rather save myself the trouble and buy a dual sport dirtbike instead.

In Oregon most ATVs are considered Class 1 (less than 48" wide and under 800lbs) and can not be made street legal under any circumstances.

I think the way it's done to get one legalized in PA is to get the atv registered and insured as a motorcycle. An atv will fit within the size and weight specifications for a motorcycle.
