Default Drive Belt Continues to Rotate Secondary at Idle

I have a 2009 RZR with 300 hrs on it. When I purchased it from original owner, it had 125 hrs. on it. Anyway, last time I drove it I noticed the EBS wasn't working as well as usual. Then next time I needed to shift, it would neutral but was in a slight bind. Then going out of neutral tranny grinds. I have to kill, put into gear then start to keep from grinding.
Purchased new belt and pulled off the cover today. Tested with old belt first, secondary continues to rotate at idle. Placed new belt, same issue. I can stop the Secondary with my boot, but it just starts rotating again when I remove my boot. The Primary has maybe 1/16 inch free space between sheeve and new belt edge. Also, I guess the original owner put on a "Rapid Response" Secondary Pulley (don't think that is stock). Don't know if that will make any difference?
Any suggestions apprecated.

Are you using an oem belt? Some after market belts are wider and can cause creeping problems. OPT
