whats more likely the problem

My 95 scrambler is getting water in the crank causing it to blow steam out of the exhaust and hardly run. I put a new cylinder, and head, with new gaskets on it. Still did it. I talked to a mechanic and he said that it is the water pump seal or a my counter balancer is bad. What is more likely to be the problem. Right now the engine is locked up because I think the water locked up the crank.

pulled my head off and i couldn't move the piston, used the shaft of a wooden hammer to try to beat it down and it didn't move. I checked my counterbalancer oil and there really wasn't anything in it, no oil or water it looked a little moist possibly water had been in it.

I think your counterbalancer is locked up,due to no oil and probably water getting in there.Your balancer is ru off of a gear that is driven off the crank ,and if it's locked up the crank will not turn.So many people neglect checking the counterbalancer oil,and this is a cause for more rebuilds than just about anything else.I'm not saying you didn't check yours ,just trying to help someone else from having this happen to them.By checking it often you will notice very quickly when the seal will go out and this will save you a lot of money.
