Vibration up front sp700

Anyone have an annoying vibration, coming from the front end. It seems if I push the removeable piece of plastic (do not know name for it. The piece between the front rack and head light), the vibration stops. Only noticeabe at low rpms. Also If I wedge a rag between it and the front rack it also stops. Any suggestions for a permanent fix?

my rear fender was vibrating against the rack. to fix it i shaved down a piece of black foam and wedged it between. no more rattle!
i found the black foam at a new car dealer- GM. the dealer uses it on the car doors to prevent dings. yes, i asked before i took it! LOL

I had the same problem on my SP500 and I drilled 2 small holes (1/8" one on each side) in the upper part of the cover about 1/4" (where you can drill thru both pieces of body) from the sides. Then I put small self-tapping screws in. This makes it easy to remove and stops all the movement.
