Theres a little tang on the floats, which is bendable, and that operates the needle valve. I dont have the specs for where it should be. To get an idea where its at, hook up a clear tube to the overflow, on the bottom of the carb, and use that as an outside gauge to know where it is. Take the open end of the tube and go higher than the carb, open the drain on the float bowl, and gravity will fill the tube to be level with the level inside the bowl. The split line on the float bowl to carb junction is about where it should be.

I am working on my friends 94 400 and it is doing the same thing. First I have a few questions since I don't have manual. Is there suppose to be a tube coming off of the drain that comes off the top of the drain bowl? There is a tube that comes out from the top by the throttle cable, does that hook up to it or does it just serve as a drain tube also. I am going to check the needle valve and see if that is sticking. If any body has a schematic of the carb I would greatly appreciate it. Also it seems like it idles rough and it won't top out when it is running. Any help would be appreciated.
