Default 99 scrammie carb trouble.. ideas?

All rightie.. it has set for a few months no time to ride.. got her out today and the carb was leaking gas and she wasn't running very well...

obviously she is flooding and I think it is obvious that the floats are sticking.........

With the carb out.. (pre-owned maching) there is 1 screw that holds the bowl for the carb on that does not want to come lose. I am afriad if I try to turn it anymore it is just going to mess up the brass screw that holds it on. soooooooooooo.. Ideas? or am I going to be stuck drilling and tapping it out??

thanks!
