250 carburetor problem

I cannot get the carb to function right, for example it wont spray into the cylinder, i believe its clocked but i ran it through the parts washer and then sprayed air with a compressor through all ports and it was cleaned. but for some reason I can't get gas to come out of the carb and into the cylinder, am i doing something wrong, and i have the manual re-assambly seems to be ok??

thats too funny nope i did not its my fault, its too late to go back to my shop and put it together cuz I have the carb here, nope I forgot to clean it and I just did but the main problem is that jet, I have plenty of spark and the compression is good its a brand new setup but it also sat for 12 years but i had it running about a year ago and then it sat in some straight up Florida downpour rain. Well i cleaned it just now and im waiting until after work tomorrow so I can go back and put it together. Let me ask a question, Once the bowl is full of gas what draws it back up, like what makes the pilot jet spray into the cylinder?

the pilot jet runs off its own pilot circuit which controls idle and 0-1/4 throttle then the negative pressure from the air passing thru from the airbox thru the carb to the reeds sucks fuel thru the main jet controlled by the jet needle that seats in the main jet, when you push/turn the throttle the slide and needle raise and let fuel in the main jet , so the more the throttle opens the more the needle raises exposing the hole in the main jet inturn sucking more fuel.... i think
