I think it is up to a child's parents. A responsible parent will not endanger their child unnecessarily. If there is to be licensing involved I think it should be for the child rider and the adult guardian and probably the child should only be allowed to ride near the adult. As a paramedic I have seen 3 children seriously hurt in the past five years and it is horrible. In those instances I have noticed the parent of course felt bad but also that they were idiots, you can just tell. I still let my son ride, he is six and rides a little 50 but I watch him like a hawk. My kids are the most important thing in the world to me and I never let my guard down for them. I dont know I think something should be done to protect kids but I dont think that they should be banned from riding.
