There usually rusty in there because the pull start rope handle is all that keeps the mud and water out of the recoil and from your $350 stator housing and the handle un seats during rides. Fix it and use silicon around the inside of handle seat,it will keep the water out and will easily break loose if you really need your back up pull start.
