Default 1991 Trail boss 250 4x4 pull start rope will not recoil, its hung out

It will pull and try to crank and recover barely but eventually all the rope stays out. I took the metal outside pull cover off and all I see is the plastic piece that the rope wraps around. What is required to access and repair the rest of the recoil pull start? I am assuming the spring is bad? Any special tools needed? Can I just take the next housing cover off carefully? The elect start doesnt work either Which is "mechanically" the easiest of the two to repair? The starter looks very difficult to access bolts. I want to get it running to see if its worth putting more money into.
thanks so much for any help or pics or advice !

Tough recoil assy to work on,have to have in a vise to unscrew plastic housing if needed, easy to damage,PLUS a manual will be more precise. To me not as easy as the 500 recoil assembly,BUT this is just me! Other owners probably will give their suggestions
