1999 500 Magnum 4x4 won't engage

Default 1999 500 Magnum 4x4 won't engage

I am not much of a tech, but hoping to fix.

My 1999 Magnum won't engage the AWD. Where do I start?
Is there a fuse I should start with? If so, where is it?
Should I be testing for volts, if so where should I start, go next, etc.
Please be as detailed as posssible.

more info:
The machine will engage 4x4 in reverse with the override button on.
The machine will enage 4x4 in high range
The machine will NOT engage 4x4 in low range.

and

The light for AWD comes on Reverse when over held, forward high but not low.

Determined its not the hub. Believe it to be a switch.

Is there a switch somewhere to tell it is okay to engage 4x4 because it is in low range? I am guessing there are seperate switches for High and Low range to tell the 4x4 it is okay engage?

either on the tranny or the shifter itself
