There are lots of threads on this web site addressing this issue. When you do replace your next starter or bendix use some good RTV silicone to seal your pull cord. If you ever have to use the pull cord manually the silicone will break free. Put the silicone on the outside of the housing and the put the pull cord over it. When sealed like this you shouldn't get anymore water in your bendix or starter.

I have used both the polaris starter and a aftermarket. The aftermarket worked fine. What I did last time was had the starter rebuilt. I think most of the rebuilding is just cleaning. It cost me $36.00 and it is on it's second year now. When I replaced the starter I also put a little silicone on the seal of the starter motor before I put it in place. This may of helped my water infultration as well.
