Hawkeye rear hub removal problem

I have run into a stupid problem with replacing the rear wheel bearing in my 07 Hawkeye. I got the bearing and race out of the hub, but i need to remove the hub to re-install the new bearing. there are 2 bolts that hold the hub on the A frame and the top one came right out but i can not get the bottom one to budge. The bolt turns freely with little effort but will not back out. I started out being very easy and looking for a clip or some other lock to keep the bolt from backing out but see nothing. The schamatic doesnt show anything but the bolt,sleev, and a poly washer at each end (just like the top). This is the longer of the 2 bolts that hold the hub on. I finally got frustrated and put the nut on and WHACKED the HEll out of it but it didnt do anything except bend (bulge) the A frame at the head of the bolt??? i am in a real pickle here. it looks like it should be a slam dunk but im out of ideas? All feedback would be greatly appriecated.

The bottom bolt does not screw out once the end nut is removed,try punching it out being careful not to damage the treads.
The hub must be aligned perfectly with A-arm holes before tapping the bolts back through the hub and A-arm.

Thanks so much... I will give that a go and see what i get.
Im not sure i see how it can be determined the holes are lined up with the bolt pertruding from each end? i guess wiggle & tap untill it moves?? Either way i thank you for your help.
