Front brakes shoes on the little ones never had a great deal of stopping power,but you can try turning out the two adjusters on the brake lever control to take up any slack. I don't believe there are adjusters on the brake cable at the wheels,but there might be. If there are, take up equal amount of slack on the wheels first,then the handle bar adjusters and see if you have brakes then. If not,it might be time for some new brake shoes. OPT

Ok, I think I figured it out. The brake cables were sticking really bad. I sprayed some PB blaster down them and worked them loose. Now my question is how free moving should the cables be? They will move back and forth back you have to pull on them with a little strength, you cant just pull it with two fingers.
