If you have all new components then the only thing left is still either a ground problem,a shorting out ignition switch or left control switch short,or harness problem! OPT

Only on some models if not in neutral the brake has to be on to start in gear. Don't remember on the 2000 Explore if you had to or not?(too many models over the years to remember all the quirks) All this is(starter interlock) is to keep the starter from engaging while in gear, doesn't have anything to do with the spark itself when the engine is turning over. Just shows the stoplight switch(#15) mounted into the brake tee block. Don't think starter interlock is incorporated into this model.http://www.cyclepartswarehouse.com/f...2000&fveh=5510
Quickest way to tell is to see if engine turns over in gear with the brake off. OPT

Glad you finally solved the problem! After market parts have their place, but when you're dealing with electrical, "generic" parts aren't worth the cost savings if they don't work! Glad you posted so others can see this that may have this same problem or use it for future reference when buying parts. Good luck with the Explorer. OPT
