The jets don't move but fuel is drawn through them by vacuum. The vacuum from the right side carb line(engine vacuum or draw as its called)that goes to the fuel pump "P" (vacuum inlet) is what makes the fuel pump supply gas to the left side(inlet side) of the carb.Engine vacuum also controls the carb slide diaphragm and needle which opens up the main jet and supplies fuel to the engine as the carb butterfly is opened by the throttle. One quick way to tell if the engine is not the problem is to place your hand over the back of the carb while cranking. You should feel suction through the carb. If there is suction,but no fuel is reaching the carb,then a bad fuel pump,stopped up fuel valve/fuel filter could be the problem. If you DON'T feel suction through the back of the carb,you could have internal engine problems. OPT

Be sure to turn the fuel valve from on to reserve to see if you have fuel flow to the carb. Have had this happen on fuel valves also to where they were partially blocked on one side.
Unless you just want to buy a complete pump,you can replace the diaphragms or at least take the pump apart to see if it's just trash/dirt stopping fuel flow. OPT

Well I have removed every line and the valve an sprayed them to make sure they are clear. And I've tried to bypas the valve by hooking my gas tank directly into the in side of the fuel pump and the only time I got even a little gas out that way was by sucking the return (and getting a small mouth full of gas) but then no more. And I will pull it apart tomorrow but when you blow through air easily flows in and out of the fuel pump

Actually you aren't supposed to blow air into a fuel pump,but have a suction on the vacuum inlet which will cause fuel to be pushed out of the pump exit nozzle. Just pull the pump apart,clean it and you can always hook the fuel lines back up and use a long tube hooked to the "P" vacuum inlet and use a vacuum gauge or even suck on he tube and gas should flow from the exit. If it doesn't, either rebuild or replace the fuel pump. OPT
