what opt means is
use a DC voltage test light black lead to ground , TIP to red/white wire contact at the starter switch
push starter switch , if voltage is passing through , test light will illuminate
if test light illuminates , you have a broken red/white wire leading to the starter solenoid

Looking at the schematic, yes the Red/black and Yellow should have 12 volts on the switch harness. The Yellow wire goes straight to the fuse block 20 amp fuse. If the White/red wire to the solenoid shows continuity, then best guess is that the ignition switch is faulty, not powering up the solenoid. Faulty ignition switch was #5 on 13 item flow chart test check.

check to see if the starter switch is receiving power itself
if not , follow the power feed wire from the starter switch to the distribution panel and test the connector itself
it may just be a corroded connector causing the problem

If by starter switch you mean the two wire harness at the solenoid, then no, the red/white wire is not receiving any power. So I guess it is time to tear the plastics off again and dig into the wireing harness and see if there is a break somewhere.

"IF" you have power going into the ignition switch as you said earlier and you said the power wire(red/white) from the solenoid back had continuity, then this might still be your problem. You can run a jumper wire by passing this wire and test to see if this helps. If not, then it's like you said you have a problem elsewhere other than the switch, the ignition switch harness and the solenoid red/white power wire..

OPT,
When I turn the key, should there be voltage present on the red/white wire coming from the ignition switch?

Yes,it should power up the solenoid red/white wire.
