Problems with the 4x4

I am having problems with the 4x4. While going forward only one of the tires spins. Sometimes both will pull but most of the time only one does.
I also notice that the 4x4 is not engaging at low RPM's.

Another thing is doing is that in reverse the override is not working and the 4x4 will not engage at all while in reverse.

This started to happen when I removed the starter and the battery from the quad. I am thinking that the system is not getting enough juice for it to work properly.

Does anybody have any idea on how to fix this?(without putting the battery back. That thing weights 10 1/2 lb.)

The machine is a 1998 400 Scrambler.

For these electrical systems to work properly, requires the presence of a battery to complete the circuit.
