I would think unless they actually saw you driving a vehicle to get to the riding area, they cannot make the charges.
I got pulled over years ago. One undecover officer saw me "tailgating". Ok, it was his car that I may have too close too. Anyway, I get around him and he radios to get a car to pull me over. By this time, it's another city. So the officer that pulls me over does the license and insurance thing, all come back clean. He tells me they wanted me pulled over for tailgating and not using a signal. Since he didn't see it, he couldn't write a ticket.

i didnt even have to walk into the court room to see the judge, the states attorney and the cop just dropped it when they seen i had a folder full of atv laws and regs.
he said he had a video and when i told him it was impossible because i never touched the highway and that ill walk into trial right then and there and lay down all my evidence he crumbled and dropped all charges muahaha
