Cover has to be on as the bearing stabilizes the clutch. The starter idle gear(that works off the starter) will bind up with the starter gear. Plus not a bad idea to clean the kick starter assembly and oil it while you have the cover off as it can get stuck by belt dust over time and won't retract if you have to use it.
