So, I have done about everything I can do to troubleshoot this to no avail. what happened was that the float bracket broke when cleaning so I replaced the card.
Ever sense the ATV has not wanted to run well. The carb is unlike anything I have worked with. The throttle opens the butterfly but the plunger and needed do not move up and down like I would expect.
There are 4 lines on the carb. The 2 on top facing the airbox are merely vents unless I am missing something.
Then, there are 2 spots that go to the fuel pump. I hooked them back up the way they were originally.
After this happened I figured there must be something up with that diaphragm in the carb so I ordered a new one, same deal.
Any help would be great.

It does idle fine and if I choke the **** out of it, it will rev a little higher. I feel like that needle isn't moving when it should be.

I believe it's vacuumed controlled. are you sure the float is allowing enough gas in?
