Default 08 sportsman 800 voltage issues

My 08 sp 800 is having issues with power. What's happening is when something is turned on (fan/winch/headlights) the voltage will drop down and the bike starts to run rough. I'm noticing it more now that it's plow season. I've mounted a volt meter on I so I can watch it while I plow and it seams to be worse when the fan kicks on, I can only feather the throttle, otherwise it will stumble and break up. I've also noticed that the volt meter is lazy to come back up to 14.5 after the fan kicks off, rpm's are way off and the lights will drop it a volt when turned on.

I've found the stator and regulator were dead, I replaced them, checked the grounds, wiring and battery is fully charged.

I'm starting to think that it might be a ECM issue, is there a way to test the ECM?
