I don't know how it is on your 'boss there, but I assume it's quite similar to most. Basically on your handlebar where the throttle is, there is a rubber boot of sorts coming off the main grip. Slide that back towards the speedo to reveal the cable adjustment. You'll need to loosen the jam nut-the one on the outside, then screw the adjustment **** till you feel it get tight. If you get it too tight, the engine will begin to rev a little higher, so back off just a tad bit. Next, you'll want to turn your bars full lock each way to make sure it's not too tight. If you can turn full lock both ways and there is no change in engine rpm, you're perfect, go ahead and tighten the jam nut, then replace that boot. If the engine revs at all, back off on the cable tension just a tad-till it stops reving, goes back to normal idle. At that point, go ahead and button her all up, you're done! It's really very easy to do to remove any slop or slack in the cable, should only take a few minutes at most.
Sorry-forgot to add-yes, they can stretch over time, but as it's a '00 model, I don't think that would be possible. A lot of times, they come with too much slack from the factory-my 'Cat had about a 1/2" of play before the throttle would engage. Since removing it, it is instant now.
Again, I don't know how your 'boss is setup, but for most applications, that works pretty well. Hope that helps,
