Hot Seat Performance chromolly. Lighter, stronger and runs about $180. Upgrade the steering bushing while yout at it too, about another $40.

I'm sure an OE is much cheaper, but still upgrade the steering bushing.

I think the stock steering stem is around $80. If your buddy can deal with the extra weight I would just buy another stock one and weld a nice thick metal rod inside of it (or if he can bend his other one back, do the same thing). Next time he rolls it he'll only have to worry about the handle bars.

If you do opt for the Hot Seat stem, just a tip, the HPD bearing is more easily modded for a grease zerk. The Hot Seat stem doesn't have the greasing capability. Easy mod, just saving you some time.

I wouldnt make the stem solid or too much stronger, becasue when you do that, you will just make something else fail if you role it again, I know no one plans on roling there quad, but it just happens some times. and If you have a super strong stem, that wont give you will have something else give like the stem mounts that are welded on hte fram. I would rather replace a stem than try to realign the stem mounts. they were only made that strong for a reason, to stand up under riding, but to give when roled so you dont screw anything else up...my 2 cents
