Need help making horse power

I have a 98 Explorer 400 that I an going to ad a pipe-silencer-air filter and clutchkit made by RCR and a Wiseco piston. I need to know how to port my cyl.head for low to mid-range power.I also want to raise the compression. I guess they mill the head and possably do something else to it not sure? I need to know how much I can mill it I use 92 octane. Does anyone know how to lightenup the fly wheel. I'm still going to use the starter. It needs to be rebalanced,does anyone know where I can get it rebalanced? I'm in Indy. Any other info I would appreciate very much.. I also thought about Reed valves.Is it worth the 150 bucks for a set or can I put after market Reeds on my Reed cage.. P.S. how about head studs....
