I would agree,
I have often seen Explorers outrun the 500s, and sometimes the 500 HOs.
If the motor is fairly fresh, you probably need to rejet the carb.
Start with a simple new plug and filter, then get the main jet and needle clip setting dialed in. You obviously have "Tuning Issues"

Do you have oversized tires? They will shave a good 5mph from your top speed.
The EBS clutches will also shave a little off of your top speed I have heard.
As MegaCrash indicated, the first thing to do is dial in you carburetor. Before you tear it all apart try tweaking the air screw in 1/8th turn increments. This can make a 5mph difference on the top end when dialed in right. Good luck. [img]i/expressions/face-icon-small-smile.gif[/img]
