So the valve is not connected to anything else. It just ends at the end of the valve? Will it hurt anything if I plug the valve to keep fuel from runing out? I plugged it and it seems that my top end was improved.What would you reccomend for the quickest upshift? Does it need to be wound differently with every setting or is it the usual 1/8-1/4 turn.

I would start near the quickest up shift and see what happens. Dont forget, it is actually supposed to be turned about 1/3 by the book. Just to make sure you dont get on the wrong side of the helix. Your float bowl has vent, so plugging wont hurt anything as long as it doesnt flood.

Going with to soft of a setting can also cause a the loss of rpm's. More tension in the secondery will actually force your primary to raise its shiftout rpm slightly.
