Default How do you set timing?

Okay after doing some searching on a new search engine I found(metacrawler.com)I think I know both except for one thing.Chances are this is a stupid question but how do I set my engine to top dead center and keep it there while assembling? Also am I suppost to use any gasket sealers like RTV silcone or is the new gasket alone fine?
