smaller wheels = more tire sidewall = smoother ride, yet more sidewall rollover in turns
larger wheels = less tire sidewall = rougher ride, yet better turning because of no rollover in turns.

These guys are right.
I might add that rim size should go with tire size and application.
What are you looking to do?
If you are going to us an 18" in MX tire you are probably better off with a 8" or maybe 9" inch wheel.
A 10" wheel is nice with 22" paddles.
Maybe your ATV can't even run 8" wheels because of the bolt pattern?
We need more info.
