Default z-400 frame registration

I am in the process of selling my z-400 frame that is bent. I bought a new frame and installed it on my quad already. My new frame has a blank VIN plate. My old frame has a VIN # on it. I live in wisconsin where there is no titles on ATV's and am selling it a guy that lives in a state that requires titles. I am going to give him a bill of sale and stuff with the frame, But how would he go about registering it? and what should I do with my frame with no VIN #, my fourwheeler is insured again but now the VIN number isn't there on the frame.

Does anyone know how this works?

Any help help would be great.

By rights the engine and frame serial #'s should match the vin sticker. Im sure that he can use one of his old numbers. If you give him a bill of sale for the frame he should be alright should any difficulty arise.
