Any less than 110/120 compression and I'd freshen the top end.

Got a compression tester and checked it. I'm getting over 120lbs, so I think that's good. I read somewhere else that a carbon build up on the exhaust ports could cause poor performance and that these small motors are prone to carbon build up. Anyone had this experience and what was the fix?

if the exhaust has a spark arrestor, take it out and clean it with a wire brush

I have the stock pipe on it right now. I do have a performance pipe on it that I can switch and try. I'll update after doing that.

Success!!!!

I took the petcock out and cleaned it. found some crap in the tank and cleaned it as well. Still the same.
Then I cleaned the carb for the third time and there was some junk in the main jet. Cleaned it all out and the bike runs fine now!

Thanks to everyone that replied. Now I can sell the bike.
