Default LTZ250 Carb problem

I have just fitted a brand new Suzuki carb to my 2004 LTZ250 and wonder if anyone can explain why the tickover keeps going high then low and sometimes the engine just cuts out? I have cleaned the spark plug but there is no improvement. Any thoughts? The bike seems to run well apart from this issue?

Vacumn leak somewhere. Intake tube, top of cv housing, loose clamps or bolts holding the carb on.
