Air travels faster thru a smaller hole. When you're at low rpms, you need the air to be traveling fast to fill the cylinder well enough for the lowend grunt. If the carb is too big, you could see a drop in lowend. But if the carb is too small, you'll see a drop in topend. So, looks like the carb size just pushes the HP curve around the rpm band.

Sizing carbs for small engines is a guessing game. If we're talking about a z400 that came with the 36mm and you're planning to use a 41mm with no porting or cam changes... I think that may be a bit on the big side. Especially if your using a foam filter (slows the air down).
