Master cylinder fill level?

Default Master cylinder fill level?
Half way up the sight eye on my master brake cylinder there is a mark with "Lower" written next to it. Is this the max fill level or the min fill level?

thats the minimum my eiger irks fluid is out of view but the brakes still work fine
