Sounds like a vacuum leak. Try looking for possible leaks between carb and cylinder first; torn boot, cracked hose, loose clamp etc. Also try plugging vacuum lines one by one.
If the leak is great enough to not allow idling, it should be loud enough to hear. Button up the airbox and park your ATV outside away from buildings/walls to reduce noise from your ATV. If you can't hear the leak, try using a length of garden hose, about 24 inches, and use it like a stethscope. Put one end to your ear and move the other end to various parts of your intake and boot. If you are having problems keeping it idling while listening, remove the airbox boot from the carb and choke the carb with your hand varying the amount of air passage until it runs. BE CAREFUL of backfires through the carb.
If the leak wasn't as severe to not idle at all, you could try spraying WD40 at various points of your intake boot and when the leak area was sprayed, the motor usually runs better.
You said you already cleaned out the carb. Did you use compressed air to blow out the passages?,,A aerosol can of carb cleaner may not have enough pressure to blow out crud.
Wondering what were the circumstances that it started acting up? You bought it with problems? Suddenly stopped idling? After you took it apart? If it had problems when you got it or after you took it apart, it could be a misplaced jet or damaged part or out of adjustment float/bleeder. If was running well then started acting up, I would lean towards the plugged passage or vacuum leak.

Hey thanks for your help I went down and started playing with all the lines because I couldn't find any obvious cracks on intake boot so I unplugged the hose from the intake to the fuel pump and it started idling perfect and it wasn't the hose so I am going to take the pump off and try to unclog it.
Thanks again for your help
